The plan apparently mentions messages that should be broadcast to the crowd. However, that assumes that there is a mass notification sound system in place after the stage collapsed. If they were planning to use the sound system erected by the band performing, then WOW! When the stage collapsed what sound system was still in place? While I wasn't there, I must assume that the band's system probably was useless or could not cover the whole crowd. In planning for these types of incidents, provision should be made to have high power portable or deployable loudspeaker systems readily available for crowd control and information, assuming the main sound system is inoperative. This does not include bullhorns which would be totally ineffective in this type of incident where thousands are involved. While pre-recorded messages are a good thing. Once an incident of this type was underway, if the main sound system becomes inoperable, a portable or deployable high clarity live voice system should also be available for follow on instructions and information as the situation develops.
