12/07 - Some Truthful Facts About Sound Projection SoundCommander® Vs Other Systems There is no unclassified or easily movable acoustic hailing device (AHD) or high power tactical loudspeaker system on the market that produces any noises or "chirps" in the range of 150Hz up to 20,000Hz that will stop people, disable them, or harm them in any way. In order to physiologically affect people with mid range audio the tone would have to arrive at the persons ears at a sound pressure level (SPL) of 151 dB (decibels) or higher continuously. The effect of high power audio in the middle audible range from about 150Hz to near 18,000Hz can be quite effectively blocked out or reduced simply by wearing push in ear plugs or an over the ear shell type sound protector. Higher pitch frequency tones from 3000Hz to 5000Hz have no greater effect on individuals than lower pitch tones in the 400 to 2000Hz range. Lower frequency tones will project to longer ranges. The human voice will be most easily understood at long ranges when it is reproduced clearly and projected in the normal voice range of about 500Hz to about 1500Hz None of the systems produce “non-lethal weapon” effects.

enforcement and security personnel at Virginia Tech had used a portable

system specifically designed for incident response, they could have
provided students, faculty and the public with timely information,
including safety instructions and status reports throughout the campus.
